EEOC issues new Compliance Manual section and guidance on religious bias
A new Compliance Manual section addressing workplace discrimination on the basis of religion was issued by the US Equal Employment Opportunity Commission (EEOC) on July 22, 2008. The new Section 12 includes a comprehensive review of the relevant provisions of Title VII of the Civil Rights Act of 1964 and the EEOC's policies regarding religious discrimination, harassment and accommodation. The federal agency also issued two companion guidance documents: Questions and Answers: Religious Discrimination in the Workplace and Best Practices for Eradicating Religious Discrimination in the Workplace. All three documents are available on the EEOC's website.

IRS issues proposed rules on stock option transfers
The IRS has published proposed amendments to regulations governing Code Sec. 6039, as amended by the Tax Relief and Health Care Act of 2006 (P.L. 109-432). Under amended Code Sec. 6039, corporate employers must provide an information return to the IRS and the employee when a transfer of stock is made in connection with the exercise of an option through an employee stock purchase plan (Code Sec. 423(c)) or through an incentive stock option program (Code Sec. 422(b)).

Bill to prohibit plan loans through credit cards referred to Finance Committee
A bill to amend the Internal Revenue Code to provide that no loan may be made from a qualified employer plan using a credit card or other intermediary and to limit the number of loans that may be made from a qualified employer plan to a participant or beneficiary has been referred to the Senate Committee on Finance.
